Those
completing the course entitled “Plan, Conduct and Review a Marriage
Ceremony” will be awarded a “Statement of Attainment”, which is
recognised by the Federal Attorney-General’s Department, and is
a pre-requisite to applying to become an authorised marriage celebrant.
Other
criteria include that you be deemed a “fit and proper person”, and
that you are not in a business where there could be seen to be a
conflict of interest with your celebrancy services.
Satisfactory
completion of this course not only satisfies one of the criteria
required for authorisation as a marriage celebrant, it gives a comprehensive
basis on which to build a successful celebrancy enterprise.
Description
of this Unit
The
elements that are mandatory for the student to be considered for
authorisation as a marriage celebrant are:
Element
1.
Comply with legal obligations
2.
Performance criteria
(a) General understanding of the Marriage Act and Marriage
Regulations
(b) Specific knowledge of responsibilities and obligations of
a marriage
celebrant under the Marriage act and Marriage regulations
(c) Knowledge of obligations applicable to marriage celebrants
under relevant legislation
(d) Knowledge of the obligations of a marriage celebrant under
the Code of Practice for Marriage Celebrants.
Element
3.
Plan the marriage ceremony
- Performance
criteria
The student must ensure that requirements of
the legislation are met:
- (a)
Client eligibility is confirmed in accordance with legislation
(b) Information about the availability of relationship education
services is provided in accordance with the Code of Practice
(c) Requirements of the Marriage Act, it’s regulations and other
relevant legislation are adhered to.
The
student must ensure that Effective and Professional Communication
with the client is undertaken:
(a)
Client’s needs are identified (taking into account whether the
ceremony is civil or religious based)
(b) Advice and information are provided to the clients
(c) Ceremony options are presented to clients for consideration,
if appropriate
(d) Advice provided that the client can determine/author their
own ceremony if appropriate
(e) Preferred ceremony options are confirmed with the client
(f) Discussion of alternative/back-up arrangements to cover unforseen
circumstances
(g) Any pre-arranged and agreed rehearsal/s to be conducted
(h) Review of proposed setting to enhance the ceremony is undertaken
in consultation with the couple
The
student must ensure that effective management and business
skills are applied:
(a)
Privacy of client records is ensured
(b) Secure record storage is available
(c) Records are maintained and managed
(d) Effective administration skills
(e) Supply of up-to-date relevant forms available
Element
4.
Conduct the Marriage Ceremony Performance criteria
(a)
Documentation required by the Marriage Act 1961 is sighted prior
to the solemnisation of the marriage
(b) All required documentation is reviewed and accurately completed
for signing and forwarding to the State/Territory Registrar in
accordance with the Marriage Act.
(c) Venue and time arrangements are managed to meet the needs
of the clients
(d) The roles of the ceremony participants or of other service
providers are confirmed
(e) The orderly progression of the ceremony, as agreed to with
clients, is facilitated.
(f) Presentation of ceremony is professional
(g) Documents are forwarded with the State/territory Registrar
after the ceremony has been performed.

Review the Ceremony
Performance
Criteria
(a)
Client documentation relating to the ceremony and communications
with the client are maintained securely and managed
(b) Effective administration skills utilised in collection and
storage of documentation
(c) Effective invoicing procedure is applied
(d) Client feedback is sought using various techniques
(e) Feedback is used to continuously improve services
(f) Collaboration with colleagues is sought to develop maintain
and improve own skills and resources.
This
course is being offered either face-to-face (group classroom study)
or by Distance Education (correspondence). The cost of the face-to-face
course may vary depending on the location, and the cost of the correspondence
course is $389.00. This course
is the highest quality, at the most competitive fee.
The
face-to-face and the correspondence course have an identical manual,
and on satisfactory completion, the student is awarded a Statement
of Attainment, of which a copy must be sent to the Attorney-General's
Department together with the application to become a marriage celebrant.
Those
completing the course by correspondence are designated a tutor to
assist the student if and when required. This may be by telephone,
email or facsimile.
The
student cost of telephoning may be reduced by requesting the tutor
to return the call.
The
course is very user-friendly, and the tutor will assist the student
until he or she satisfactorily completes all assessment tasks.
Among
the criteria for appointment is that the applicant be deemed to
be a "fit and proper person" and appointment as a civil marriage
celebrant is dependant upon satisfying all the requirements set
by the Federal Attorney-General's Department.
Important
information to consider before enrolling in the Marriage Celebrant
training course.
The
staff of the Marriage Celebrant’s Section of the Federal Attorney-
General ’s Department make the decision as to whether a person passes
the “fit and proper person” test. *

Once
an aspiring celebrant completes an approved training course or assessment,
there will be an additional requirement to demonstrate to the Registrar
of Marriage Celebrants that the “fit and proper person” criteria
set out in the Marriage Amendment Act 2003 have been met.
The
requirements of the “fit and proper person” test are as follows.

Fit and Proper Person Test
- whether
you have a sufficient knowledge of the law relating to the solemnization
of marriages by marriage celebrants;
- whether
you are committed to advising couples of the availability of relationship
support services;
- whether
you have been convicted of an offence punishable by imprisonment
for one year or longer, against the law of the Commonwealth;
- whether
you have an actual or potential conflict of interest between your
practice, or proposed practice, as a marriage celebrant and your
business interests or interests such as employment or hobbies;
- whether
your registration as a marriage celebrant would be likely to result
in your gaining a benefit in respect of another business you own,
control or carry out;
- whether
you will fulfil your obligations as a marriage celebrant; and
- any
other matter the Registrar considers relevant to whether you are
a fit and proper person to be a marriage celebrant.
All
course materials are included in both methods of study.
Inclusions are: Marriage Act 1961, Marriage Regulations and Explanatory
Material on the Marriage Act 1961.
Students
choosing the correspondence method of study are required to film
a mock wedding ceremony which includes all the legalities required.
All information is included in the course material.

Assessment
Procedure
Students
enrolled in face-to-face study are required to satisfactorily complete
all assessment tasks in the presence of the trainer. This will enable
the student to be assessed as being Competent in that unit. On satisfactory
completion of the course, a Statement of Attainment will be issued.
Students
studying by Distance Education (correspondence) will forward their
assessment tasks to Academic & Vocational Training Pty Ltd.
The major assessment task, "Performing the Marriage Ceremony", may
be filmed on a video camera, and either transferred onto a standard
tape or DVD.
On
satisfactory completion of all assignment tasks, your tutor will
arrange to conduct a "mock" client interview, to determine
your knowledge of the legalities required to enable a marriage to
take place. Your tutor will role-play a prospective bride/groom who
will ask questions regarding the legalities required.
